A lot of the mail I read on Eudora looks like comic-strip renditions of George Carlin’s Seven Words because they are failing to deal with smart quotes and apostrophes. Nevertheless, the use of these furbelows is mandated by the sort of enforcers we find in the fashion biz (example). I have even seen a website where the users of incorrect symbols are shamed by sign makers, which means that the rules for apostrophes and quotes are determined by those who are liable to use the former for plurals and the latter for emphasis.
