Absolutely. But the item also needs to be made out of substantial fabric to be able to hold anything in a pocket, and I've noticed that they tend to make womens' clothes out of stretchier, lighter, and flimsier fabric than many similar items for men, so it's going to take a lot more work on the gendered paradigms at play here than just trying to add pockets (not that light fabrics don't have their place for hot weather ware even though not conducive to holding good pockets.)
Was just kvetching about that very issue with some folks on my Twitter timeline recently, too. (Including the ornamental pockets issue, the feeling of win when dresses/skirts have pockets, etc.)
