I am not sure what is the alleged reasoning behind this. I guess it's the obvious difference between clean, decent male chests that could not possibly appeal to anyone's prurient interest and filthy obscene female chests, but other conjectures are welcomed.

With the hairstyle and demeanor, people might mistake him for a topless woman. He gets work for being androgynous after all.

Yes, he obviously misses the rather important attribute most women have, but on a newstand from a distance that wouldn't be as obvious.
