Odd. My dictionary doesn't make this exclusive to governments at all. It seems pretty clear that anyone who doesn't allow certain content to go through on the grounds that they don't consider it fit for readers is a censor. You might consider that it's fine for Amazon to censor things, because they have no general duty to allow all content through, but it's still censorship.
