It's not like a large, not-cleanable piece of cardboard could possibly pick up and shed microbes. This is clearly just about infringing on freedom of speech.
(Also, knowing what I do about the demographics of healthcare, and watching the progression described in the article... this is harsh of me, but maybe he should just stay away from dialysis. Or get his son to set it up for him at home.)
