That's entrapment. It's obviously much easier -- and safer, cops are cowards nowadays -- to do that instead of actually doing their jobs.

I'm glad someone wrote about this practice. I remember being told as a kid (well before 2011) not to pick up lost bags because the police would arrest me for stealing.
