2015 coverage, the pic may have been taken earlier (I have problems remembering numbers), and he's attracted a lot of publicity for it, both positive and negative. He's since gone from Chief of Police in Richmond to Chief of Police in Tucson, and has spoken out about anti-immigrant policies, including an NYT Op-Ed about Sessions.
