I applaud Estonia's free public transit program, but it is only open to residents who register. This makes it inconvenient for tourists and business travelers, and forces them to maintain the whole fare collection infrastructure and pay fare collectors. Convenience would improve and costs would reduce if they just let people walk on to any transit vehicle at will.
