There's something missing in that story...

"According to investigators, the comment made by the student in question "could" sound like a threat when taken out of context."

So, why not quote it? That would explain if this was a ridiculous over-reaction, or a reasonable investigative action. I suspect the answer is "it makes the story share-bait in addition to click-bait."
