What he seems to have claimed was that job stress "made him lash out at her", with the job stress caused by constituent pressure about Obamacare. If I'm reading correctly, he's claiming the sexual harassment never happened, and the settlement was for ill tempered behaviour. Being a politician, he's probably lying, but those of us who aren't politicians could at least try to be a bit more careful.
