Well... posit that a person *may* be so fucked up that they don't perceive right and wrong as we do. Not saying that I'm sure of this, but posit it. A serial sexual-assailant murderer would therefore be relatively likely to be such a person. If that is the case, I'd view Ailes to be worse, were he not similarly afflicted.
In terms of gross damage done, I suspect Ailes wins that too - on multiple levels.
In terms of malicious desire to cause harm, I assume Brady wins. The thing is, malice is the basis of relatively little evil in the world, IMHO, and it tends to be far more easy to guard against actual malice than against reasonable-sounding desires, and depraved indifference.
I can't rule out Brady - he's definitely in the running, depending on the metric. But Ailes could take home the prize in several categories.
