I have seen out-takes from a TV programme on the UK 1967 Abortion Act with all the pro-choice lobbyists pretty much high-fiving one another when it was revealed that the opposition had not realised that, as at that date (and probably even more so now), continuing pregnancy would always pose more risk than surgical abortion in a medical facility, and therefore left in the bill a clause about 'poses a risk to the woman's health' which could be quite liberally interpreted.
