It's been around for a while. I don't think a week passes without my getting at least one solicitation to be on the board of, referee for, or contribute to Some Journal Entirely Peripheral to my own academic field. I also get scam conference invites. There is also the firm that goes around trying to convince people who have recently written theses to publish them with them.
