That advice is of limited usefulness. In the case of getting your account created, I've yet to see the IT department where if you show up and try to get your account created someone won't patiently explain to you that there's a fricken line of people waiting to get their account and you're just going to have to wait your turn. If you're lucky, wasting the time of the IT guy who's creating accounts as quickly as he can won't get you quietly dropped to the end of the line because, hey, it's not like you know where you are in it in the first place, right?

This does not mean that the D&D/non-monopoly analogy is false, it means that there's a reason that the five most plausible answers to "You see five goblins" are the five most plausible. Sure, you can try to talk to them... but be prepared for that to just mean the goblin gets to stab you by surprise.
