Malaysia. Multi-ethnic culture where the local (Malay) ethnic group is "muslim" and the legal system (inherited from the British empire) makes this something that goes on your ID card and is an immutable trait. This has side-effects: e.g. shops with "no muslims" sections that sell pig products and booze to anyone else. Also a culture where there's a lot of stress between the local, historically relatively liberal, practice of Islam and the usual imported Saudi-funded salafi bampots whose ranting about the evils of westernization is increasingly dissonant with what the kids want.
The article doesn't mention the girl's name but I suspect she's ethnically Chinese or Indian and the tournament judge who objected is ethnically Malay. Or small-town dude having trouble getting his head around folks visiting from the big city.
