Interesting - I had no idea people were cheating but after reading the article, it does make sense. That may be why the self-checkouts have the features that made it impossible for me to use them (I'd wanted to, but gave up after trying on two separate visits): there's nowhere to put the bag you're trying to load up and it kept freezing on me.
And I bet that grocery stores still consider that paying for the one minder (who seems to spend most of their time helping customers use, not abuse, the system) is still cheaper than paying for extra cashiers & baggers.
Mind, I've never noticed anyone else cheating the store on self-checkout lanes, but maybe I just haven't been looking.
Interestingly, it's occurred to me that it may not be difficult for stores to add extra charges to people using EBT cards (used for food stamps and welfare cash benefits). Don't know if anyone's looked into that, though, or how one would start.
